This role is responsible for end-to-end project planning, execution, and control to ensure milestones and deliverables are achieved on schedule and within scope. The position works closely with SEC OIT stakeholders and cross-functional technical teams to drive transparent execution and actionable reporting. The role ensures project activities align with organizational standards and governance expectations.</p><p></p><p><span class="emphasis">NOTE: We are hiring for multiple positions.</span></p><p></p><h2>PRIMARY RESPONSIBILITIES</h2><p></p><p>Project Planning and Execution</p><p>- Define project scope, objectives, deliverables, and success criteria for infrastructure and service delivery initiatives.</p><p>- Develop and maintain detailed work plans, integrated schedules, milestone tracking, and resource plans.</p><p>- Execute projects through full lifecycle phases and ensure timely completion of contract-aligned deliverables.</p><p>- Maintain disciplined control of scope, schedule, and resources across project execution.</p><p></p><p>Team Leadership and Stakeholder Coordination</p><p>- Lead multi-disciplinary technical teams across infrastructure, operations, and service delivery functions.</p><p>- Conduct recurring project meetings and status reviews to track progress and remove blockers.</p><p>- Coordinate activities across internal teams, external partners, and SEC federal stakeholders.</p><p>- Present project decisions, changes, and implementation direction for review and alignment.</p><p></p><p>Performance Monitoring and Reporting</p><p>- Track project progress against plan and provide clear status reports on accomplishments, risks, and next steps.</p><p>- Produce schedule and performance reporting that supports operational visibility and leadership decision-making.</p><p>- Analyze trends, constraints, and dependencies to provide actionable recommendations.</p><p>- Maintain accurate project documentation and reporting artifacts in approved contract formats and systems.</p><p></p><p>Risk, Compliance, and Governance</p><p>- Identify and manage risks, issues, dependencies, and corrective actions to protect project outcomes.</p><p>- Ensure project execution complies with organizational standards, change control processes, and governance cycles.</p><p>- Maintain project controls that support milestone attainment and deliverable quality.</p><p>- Provide analysis and reporting to support project oversight and informed decisions.</p><p></p><h2>REQUIRED QUALIFICATIONS</h2><p></p><p>Citizenship/Work Authorization: Must meet contract requirements. </p><p>Clearance: Ability to obtain and maintain SEC Public Trust (or higher if required). </p><p>Education: Bachelors in a relevant field (e.g., Information Technology, Computer Science, Engineering). Additional years of experience may be considered in lieu of degree.</p><p></p><p>Experience: </p><p>- Bachelor's degree in a relevant field and 12 years of IT experience, including 7-10 years leading and managing IT projects focused on infrastructure, operations, and service delivery.</p><p>- Demonstrated experience defining project scope/objectives and developing detailed work plans, schedules, resource plans, and status reports.</p><p>- Proven experience leading multi-disciplinary technical teams and delivering milestones in accordance with organizational standards.</p><p>- PMP certification (or equivalent) required.</p><p></p><p>Technical Skills:</p><p>- IT project lifecycle management, including scope, schedule, milestones, resource planning, and delivery management.</p><p>- Leadership and coordination of cross-functional technical teams and stakeholder communications.</p><p>- Risk, issue, dependency, and change management with clear, decision-oriented reporting.</p><p>- Compliance-focused project execution aligned to organizational standards and governance controls.</p><p></p><h2>PREFERRED QUALIFICATIONS</h2><p></p><p>- Preferred qualifications below are derived from SEC ISS/PWS context and are not minimum staffing-matrix requirements.</p><p>- Experience supporting SEC or other federal civilian agency IT programs.</p><p>- Experience managing enterprise infrastructure modernization initiatives.</p><p>- Experience implementing service delivery improvement efforts in complex IT environments.</p><p>- Familiarity with governance-driven reporting and oversight models in federal IT contracts.</p><p>- Experience collaborating across technical and program teams to drive delivery outcomes.</p><p>- PMI-ACP (Agile delivery in technical project environments)</p><p>- PMI-RMP (risk management in project environments)</p><p>- SAFe Agilist (scaled planning and governance reporting across teams)</p><p></p><h2>WORK ENVIRONMENT / OTHER</h2><p></p><p>- Operational Support: May require participation in on-call or surge support activities depending on operational needs. </p><p>- Location: Telework. </p><p>- Travel: As required per contract direction.</p><p></p><p></p><p><b>The Mission </b> </p><p></p><p><b>The Digital Modernization Sector</b> is focused on delivering performance-based IT services and repeatable solutions to include applying cloud-factory and aaS (as a Service) capabilities and integrating commercial products to provide a comprehensive digital engineering approach to IT transformation.
