Position Overview
The Commonwealth of Pennsylvania’s Office of Administration is seeking a highly capable Technical Project Manager – SAP & Enterprise Integration to lead a transformative Human Resources technology initiative. This role will oversee the decommissioning of a legacy database, the migration of critical data to SAP (S/4HANA or ECC), and the integration of SAP with internal applications via APIs and middleware.
We are looking for a hybrid leader who can manage complex projects while guiding technical solutions. The ideal candidate will possess deep experience in SAP data migration, enterprise integration, and legacy system modernization, alongside proven project management skills.
Key Responsibilities
  • Develop and execute comprehensive project plans covering objectives, timelines, resources, and deliverables
  • Lead the decommissioning of legacy HR systems, ensuring compliance with data retention and archiving standards
  • Oversee end-to-end SAP data migration using appropriate SAP tools and methodologies
  • Design and implement integration strategies between SAP and in-house applications
  • Coordinate cross-functional teams including developers, analysts, and SAP functional experts
  • Identify and mitigate project risks to ensure smooth execution
  • Communicate project updates, milestones, and challenges to stakeholders and executive leadership
  • Collaborate with agencies and business units to define current and future state models
  • Analyze and prioritize business requirements to align with technical solutions
  • Foster a collaborative and productive project environment across technical and business teams
Required Knowledge, Skills, and Abilities
  • In-depth, hands-on experience with SAP system architecture and core SAP platforms, including SAP ECC, S/4HANA, and SAP SuccessFactors
  • Strong interpersonal and communication skills to engage stakeholders at all levels
  • Proven ability to manage complex IT projects and lead cross-functional teams
  • Demonstrated expertise in SAP data migration and integration within enterprise environments
  • Ability to create detailed project plans, set milestones, and manage schedules effectively
  • Strong analytical and problem-solving skills
  • Experience in business process analysis, gap analysis, and requirements gathering
  • Demonstrated ability to deliver projects on time and within budget
Minimum Experience and Training
  • Four years of experience leading complex IT systems development or implementation projects and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects
Preferred Qualifications
  • PMP certification
  • SAP certifications in data migration, integration, or architecture
