Project name: Resilient BARMM Project – Empowering Women, Youth and Communities for an Inclusive Climate Future

Project Overview
Plan International Pilipinas, with support from the Spanish Agency for International Development Cooperation (AECID) and Plan International Spain, is launching Resilient BARMM, a transformative climate resilience initiative in the Bangsamoro Autonomous Region in Muslim Mindanao.

The project aims to strengthen gender-sensitive and youth-led climate resilience in the municipalities of Mamasapano, Upi, and Marantao through:

Local capacity building
Access to sustainable and green livelihoods
Institutionalization of inclusive and participatory climate governance

By empowering women and young people to lead and participate in local climate action, the project contributes to a more inclusive, climate‑smart future aligned with BARMM’s development priorities.

About the Role

The Technical Assistant will manage and implement project activities in the community. The role supports the full project cycle—Situation Analysis, Planning, Implementation, Monitoring, and Evaluation (SAPIME)—and ensures all work follows Plan International’s development and influencing approach.

You will:

Lead field implementation
Coordinate with LGUs, community groups, and local partners
Oversee activities on green education, women-led livelihoods, youth climate action, and inclusive climate governance
Make sure documentation, reporting, and community engagements follow Plan International’s safety and inclusion standards

This position is primarily based in Cotabato City and will work closely with partner organizations MARADECA (Marantao) and OND HESED (Upi).

Key Responsibilities

Help build strong, inclusive, and gender-responsive community groups by leading assessments, planning sessions, and coordination with local leaders and organizations.
Support green education and life skills activities by training teachers and youth leaders, creating learning materials, and helping schools run these activities.
Train partners—including children and youth—to strengthen their skills in project management and resource mobilization so they can actively contribute to community work.
Support youth‑led climate adaptation projects and assist in local climate planning by helping with Local Climate Change Action Plan (LCCAP) reviews, risk assessments, and Technical Working Group coordination.
Lead pre‑implementation meetings to clarify roles, confirm commitments, and finalize action plans; review community proposals before endorsement to the Project Manager.
Ensure all activities are well‑documented—reports, attendance, minutes, photos, and MERL inputs—and make sure all engagements are safe, inclusive, gender‑responsive, and youth‑friendly.

Qualifications

Education: Bachelor’s degree in Social Work, Community Development, Behavioral Sciences, Disaster Risk Reduction, or related fields.
Training: Community Organizing/Community Development, Program/Project Management, Participatory Rapid/Rural Appraisal.
Experience: At least two years of hands-on experience in community organizing and development; experience working with participatory approaches, including with children.

Location: Cotabato City (base)

Type of Role: Project-based (until February 2028)

Reports to: Project Manager

This role requires fieldwork.
