The Manager, Recruitment Systems and Experience plays a pivotal role in advancing modern, client-focused recruitment through innovative strategies, strong partnerships, and effective use of technology. This leadership position is responsible for driving an exceptional candidate, hiring manager, and recruiter experience while strengthening the organization’s presence in the talent market. By aligning recruitment programs, systems, and processes to evolving workforce needs, the Manager helps deliver measurable results and build a diverse, sustainable pipeline of talent.

Duties:

  • Recommend and implement strategy for high quality, cost-effective and timely fulfillment of forecasted talent needs.
  • Research and advise on labour market intelligence, talent liquidity, technology, and process optimization.
  • Utilize a variety of recruiting strategies in alignment with Government of Manitoba employee value proposition and employer brand and social media policies with a focus on direct sourced (passive) candidates.
  • Oversee and report on the talent analytics and systems performance metrics.
  • Champion a client and candidate experience-focused culture, oversee exceptional candidate care, maintaining timely and seamless candidate interaction on and off-line.
  • Evaluate performance on the full cycle recruitment approach from branding, attraction, and sourcing to assessment techniques and offer management including regularly evaluating methodologies, vendors and service level agreements.
  • Build and maintain relationships across key stakeholders to plan and execute key programs (campus, intergovernmental), monitor vendors and service levels, and third-party agency relations.
  • Lead process excellence in the evaluation and improvement recommendations on the end-to-end recruitment process through to offer management including, utilization of technology, management of bespoke processes to accommodate various employee segments, alignment with collective agreements, and incorporation of emerging market trends.

Qualifications:
Essential:

  • Post-secondary education in human resources or an equivalent combination of related education, training, and experience.
  • Significant experience recruiting including to executive, specialist, and managerial roles.
  • Experience leading a team of professional level employees.
  • Ability to express innovative, thoughtful ideas regarding recruitment and overall employee experience building report with candidates, management, and vendors.
  • Experience forecasting, analyzing, tracking, and preparing reports, preferably related to recruitment needs and performance within an organization.
  • Demonstrated self-efficacy with the ability to prioritize competing demands, manage multiple projects simultaneously and effectively achieve results.
  • Effective critical thinking and problem-solving skills.
  • Demonstrated ability to build strategic partnerships with a variety of stakeholders.
Desired:
  • Knowledge of government's strategic priorities and its legislative and policy framework related to human resource service delivery.
