CommIT Enterprises, Inc. (CommIT) is seeking an experienced HR Manager to serve as a key member of our HR leadership team in Stafford, VA. This role operates as a peer HR Manager alongside existing HR leadership, sharing responsibility for supporting CommIT's growing workforce, ensuring compliance with government contracting requirements, and advancing strategic HR initiatives aligned with the company's operational and growth objectives.

The HR Manager functions as a trusted advisor to leadership and managers across the organization, providing guidance on employee relations, compliance, performance management, compensation, and HR operations. This role requires the ability to operate both strategically and operationally, exercising independent judgment while collaborating closely with HR leadership to ensure consistency and effectiveness across the organization.

Established in 2001, CommIT is a Certified Veteran-Owned Small Business (VOSB) providing innovative technical engineering and data science services. Our enterprise systems support includes the Department of Defense's (DoD) GCSS-MC, CAC2S, TBMCS-MC, and the Department of Veteran's Affairs' (VA) telehealth communications. We offer acquisition management, systems engineering, Agile software development, cloud management, IT modernization, data analytics, cybersecurity, and training, including leading-edge DevSecOps, automated testing, and mobile application development.

Responsibilities

Your essential job functions will include but may not be limited to-

  • HR Leadership & Strategic Partnership

    • Serve as a peer HR Manager, collaborating with HR leadership to support CommIT's workforce and organizational growth

    • Partner with executive leadership and managers to provide guidance on HR strategy, workforce planning, organizational effectiveness, and employee engagement

    • Exercise independent judgment in managing HR matters within assigned areas of responsibility, while coordinating with HR leadership to ensure consistency and alignment

    • Contribute to the continuous improvement and scalability of HR programs, policies, and processes

    • Support strategic initiatives that strengthen workforce stability, engagement, and long-term organizational health

  • Compliance & Government Contracting Requirements

    • Collaborate with HR leadership to ensure compliance with federal, state, and local employment laws and government contracting requirements

    • Support compliance with OFCCP, EEO, VETS-4212, Affirmative Action Plans (AAP), and related reporting obligations

    • Assist in preparing for and supporting internal and external audits, including those related to government contracts and regulatory compliance

    • Ensure proper employee classification and compliance with Department of Labor and Service Contract Act (SCA) requirements where applicable

    • Maintain accurate and compliant personnel documentation and HR records

  • Employee Relations & Performance Management

    • Partner with managers and HR leadership to address employee relations matters, ensuring fair, consistent, and compliant outcomes

    • Provide guidance and support on performance management processes, including performance improvement plans, corrective actions, and employee development initiatives

    • Support leadership in fostering a positive, professional, and compliant workplace culture

    • Assist in developing, implementing, and maintaining HR policies, procedures, and employee programs

  • Compensation & Benefits Administration

    • Collaborate with HR leadership in administering and continuously improving employee benefits programs, including health, dental, vision, retirement, and leave programs

    • Support compensation planning, salary benchmarking, and merit increase processes

    • Assist with open enrollment planning, employee communications, and benefits education

    • Provide guidance to employees and managers regarding compensation and benefits programs

  • HR Operations & Workforce Support

    • Support onboarding and offboarding processes to ensure a consistent and positive employee experience

    • Maintain and help optimize HRIS systems, HR records, and reporting capabilities

    • Assist in managing PTO, leave administration, and compliance with FMLA and applicable state leave laws

    • Develop and support HR metrics, reporting, and workforce analytics to inform leadership decision-making

    • Identify and implement improvements to HR systems, workflows, and operational efficiency

  • Strategic Workforce & Growth Support

    • Support workforce planning aligned with contract growth, recompetes, and proposal efforts, ensuring alignment between staffing strategy and organizational objectives

    • Collaborate with leadership on staffing strategies and organizational planning to support company growth

    • Contribute to initiatives that improve employee retention, engagement, and workforce effectiveness

    • Participate in evaluating and implementing HR tools, systems, and process improvements that enhance scalability and operational effectiveness

Qualifications

Experience and Education:

  • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent experience
  • Minimum of 5 years of progressive HR experience, including experience operating in an HR Manager or senior HR leadership capacity
  • Experience supporting a government contractor or working within a federal contracting environment
  • Strong knowledge of federal and state employment laws and government contractor compliance requirements
  • Demonstrated ability to partner with leadership and managers to address workforce and organizational challenges
  • Ability to operate both independently and collaboratively within a shared HR leadership structure
  • Excellent interpersonal, communication, and organizational skills
  • High level of discretion and professionalism when handling sensitive and confidential information
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred
