Overview

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.  

 

Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. 

 

The Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning.  

 

A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.  

 

The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.  

 

The Facilities & Infrastructure Operations (F&IO) Division is responsible for operating and maintaining PNNL’s buildings, grounds, and utilities. The F&IO team includes plant engineering, fabrication, craft services, duplicating and mail services, facility program support, relocations, and receiving. F&IO is home to approximately 363 staff including more than 250 bargaining unit (union) staff.  


Responsibilities

We are seeking an Energy and Utilities Analyst – Building Energy Analyst to contribute to PNNL’s building energy and water usage and optimization team.

 

  • Responsible for evaluation and interpretation of regulations to ensure the technical aspects/content of required documentation for PNNL facilities meets the intent of local, state, and federal requirements.
  • Support development/revision and implementation of resulting processes, practices and procedures.
  • Investigates and resolves compliance issues/questions received from PNNL management or staff.
  • Perform assessments of assigned program elements to ensure that requirements are flowed down into HDI work controls and deployed effectively in the field.
  • Analyze the data collected during these assessments to determine strengths and weaknesses, causal factors, root causes, and recommendations for improvement.
  • Responsible for maintaining the Laboratory's Facility Use Agreement (FUA) process and technical bases for the operating boundaries of PNNL facilities.
  • Develop and maintain working relationships with PNNL staff and all levels of PNNL and DOE.
  • Subject matter expert supporting the Energy Resiliency & Efficiency Management and Operations Program as a technical expert on facility energy and water usage, including energy-efficient equipment procurements.
  • Reviews mechanical and electrical design drawings, specifications, energy reports, etc. for opportunities to optimize buildings systems to reduce energy and water usage and interfaces with the architects and engineering teams.
  • Applies federal requirements for energy and water management to operational processes, including Energy Independence and Security Act (EISA) auditing and high-performance building requirements, ASHRAE 90.1, LCCA, etc.
  • Responsible for reconciliation of facility metering data with utility billing and water use allotments.
  • Develops and tracks the annual utilities budget for PNNL, including estimated usage and cost for projected new construction or renovation projects, supercomputer expansions, etc., in coordination with campus planning and the business office.
  • Analyzes utility billing rate changes and associated impacts and coordinates with business office.
  • Assists the business office with resolving billing discrepancies for multiple utility vendors across multiple sites and manages brokered natural gas accounts using Energy CAP utility billing and tracking software.
  • Communicates with utility companies, i.e., City of Richland, to resolve billing questions and/or inconsistencies.
  • Analyzes energy usage reports to understand and optimize facility or system energy usage, such as electrical substation demands, identification of peak energy use hours, and peak demand.

Qualifications

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-
  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

  • Experience with energy usage tracking and reporting.
  • Strong analytical abilities as well as knowledge of mechanical and electrical systems in laboratories, offices, warehouses, etc. and their operation.
  • Ability to communicate with government agencies, including City of Richland, Department of Energy, Washington
  • State Department of Ecology. 
  • Familiarity with EnergyCap, SkySpark, and/or Metasys systems.

Security, Credentialing, and Eligibility Requirements

As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication.  The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

 

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment. Once you meet the three-year residency requirement thereafter, you will be required to obtain a PIV credential to maintain employment. The tier of federal background investigation required to obtain the PIV credential will be determined by job duties at the time you become eligible for the PIV credential.
